A second meeting of a Site Plan Review Commission reviewed a mixed-use development proposal for 10 South Glebe Road on January 18, 2024. The project, presented by Kevin Lam and zoning attorney Andrew Painter, includes 128 affordable housing units for individuals earning between 30-60% of the Area Median Income (AMI), a Goodwill Retail Center, and a childcare facility. The development aims to achieve Earthcraft Multifamily Gold certification through green initiatives such as open spaces with a play area, bioretention planters, and increased tree canopy coverage.
The commission, chaired by Leo Sarli, discussed adjustments to the plan, including parking layout changes, secure bike storage, and a managed loading dock for Goodwill. Transportation improvements associated with the project include enhancements to the Arlington Boulevard Trail and potential bus shelter relocation. Safety measures proposed for the daycare center include elevated sidewalks, prioritized pedestrian signage, tighter turning radii, and a movable bollard system.
Construction is expected to start in mid-2025, subject to county board approval, with completion within 24 months. The development promises community benefits such as transportation upgrades, including a new multi-use trail along Arlington Boulevard, an expanded sidewalk on Glebe Road, and a Serpentine ramp for direct access to childcare and donation areas.
Commissioners considered the balance between site improvements and the need for affordable housing, suggesting underground parking for employees and covered donor traffic flow. The project team is focusing on sustainability, aiming to reduce embodied carbon and seeking financing for the affordable housing component through tax credits and investment funds. Proposals also include plantings under solar panels and gardens in unused spaces.
Feedback from the commission will be incorporated into the final staff report before the project is presented to the Planning Commission and County Board in late February.
